Commission discusses marina operations: pump-out service, cameras, events and winterizing

Oak Harbor — Commissioners heard multiple operational updates including security camera purchases, winterizing work, pump-out service options and a planned tenant meeting to boost public engagement.

Elise, Harbor Master, said staff can buy seven wide-angle, hardwired cameras for about $19,000 (budgeted $24,000 for more units) and that the configuration should cover key blind spots and record motion for up to 30 days. Elise said some camera boxes have fans and drainage holes to withstand local weather and that the city has limited installation complexity at locations with existing power.

On pump-out service, the commission heard that past private pump-out providers in the area were unable to sustain paid service. Elise noted the city cannot accept tips and raised liability concerns about volunteers operating a city boat. However, she said a Clean Vessel Act grant may reimburse up to about 75% of staff time if the city operates pump-outs, making an in-house or grant-supported model feasible in certain circumstances.

Commissioners discussed tenant and community outreach plans: the project subcommittee recommended a recorded tenant meeting (to be held in council chambers when possible), shuttle service from the marina to City Hall and a year-round slate of low-cost events (marina tours, barbecues on F Dock, car-and-boat shows, seasonal activities) to draw non-boaters to the facility. Staff noted the marina is largely winterized (ice-melt buckets, drip hoses, fish-cleaning station closed) and reported successful completion of a youth sailing regatta.

No formal votes were taken on procurements or events at the meeting; staff will return with details and potential installation costs where necessary.
