The Cheyenne City Council on Nov. 10 adopted, on third and final reading, an ordinance that updates the city’s unified development code to define recreational vehicle parks and campgrounds, set use standards, and revise provisions for manufactured-home parks.

The council considered a substitute ordinance dated Oct. 30 that included conforming edits and a new requirement for electrical hookups to reduce generator noise and pollution. Councilmember Seagrave moved the substitute; it received a second and discussion followed about permissible zone districts.

Council voted to remove Community Business (CB) as an approved zoning district for RV parks and manufactured-home parks, with members saying they did not want RV parks to appear in business corridors. Councilmember Rainey, supporting the change, said she did not want “pop-up RV parks along College or Ridge, Lincoln Way or Pershing,” and said those areas are inappropriate for such uses. The council also approved an amendment (moved by Councilmember Seagrave and seconded) that allows required fenced pet areas to be combined across larger sites rather than being provided as separate 700-square-foot runs for each acre, provided the total fenced area meets the per-acre minimum.

With no public speakers opposing the ordinance and several council amendments adopted, the governing body approved the substitute and then the ordinance on third and final reading as amended.

What happens next: The ordinance becomes city code as adopted; implementation details such as inspection and permit processes will be handled by city staff and the Public Services Committee as needed.
