Commission approves motion to advance bylaw changes with recommended language edits

Oak Harbor — The Marina Advisory Commission voted to advance a draft of updated bylaws and ordinances, telling staff to incorporate recommended language clarifications before final consideration.

Speaker 7 proposed advancing the draft with notes on suggested language changes. Commissioners debated a clause that requires two commission members be city residents and noncustomers of the marina; the Chair said the word “may” in the provision seemed ambiguous and could leave seats vacant if no non-customer applicants exist. Several commissioners suggested adding a fallback clause allowing a qualified marina tenant to fill the seat if a non-customer vacancy persists for a defined period.

Grant, the high-school student representative, asked whether his eligibility would be affected because he attends Oak Harbor High School but is not a city resident. Commissioners discussed wording options such as specifying attendance at a school within Oak Harbor city limits or adding an “and/or” clause to preserve eligible student representatives who have a school connection to the city.

After discussion, the commission moved, seconded and voted to recognize the changes and transmit the draft with recommended language edits for council consideration. No formal numeric roll-call tally was recorded in the meeting minutes available; the chair announced the motion carried.

The commission directed staff to prepare precise bylaw language reflecting the discussion points (scope of marina, membership and student-representative clauses) for review next month prior to final adoption.
