The Village of Beecher board unanimously approved a package of routine financial measures, two amendments to village code affecting scooters and bicycles, and a tax-increment financing (TIF) small-business assistance program at its Nov. 10 meeting, then voted to enter executive session to discuss personnel and a property purchase.

During the village clerk’s report the clerk said, “The total tax income received for the balance of October is $301,538.91.” The treasurer told the board the month-end balances were $5,664,425.27 in village accounts and $483,077 in commission accounts, for a combined $6,147,502.27. Trustees then voted to approve the treasurer’s report and a payroll warrant totaling $111,907.07; roll-call votes recorded all members as voting yes.

The board adopted Resolution No. 2025-06 to authorize the Village bank accounts and Resolution No. 2025-07 to authorize separate police department accounts. It also approved a public-works contract to complete asphalt patching at various locations for $12,614.40.

Two ordinances updating local traffic rules were approved. Ordinance No. 1442 amends section 9-15-1 of the Village code to address low-speed electric-scooter regulations; Ordinance No. 1443 amends section 9-4-2 governing bicycle regulations. Both ordinances were moved, seconded and adopted by unanimous roll-call votes.

On economic development, the board adopted Resolution No. 2025-08 establishing a Village of Beecher TIF small-business assistance program and accompanying application process. The resolution was introduced by Trustee Smith and approved by unanimous roll call.

Trustee Yachenko previewed the village’s holiday celebration planned for Nov. 30 at Fireman’s Park, saying the event will run 5–8 p.m., with a parade (lineup at 4:30 p.m.), Santa, a tree lighting, and arts-and-crafts activities for children.

Near the end of the meeting the board voted to go into executive session to discuss employee issues and a purchase contract related to property. The board recessed briefly before the executive session.
