Council authorizes U.S. Army Corps access for riverbank repairs expected to be federally funded under Public Law 84-99

Marshall City staff briefed the council on two riverbank locations where erosion and undermined armoring threaten infrastructure. Jason Anderson said inspections and drone visuals conducted with Corps personnel showed the damage is linked to high-water events and is eligible for federal participation under Public Law 84-99.

Anderson described a compromised gabion mattress at Wayside Park and washouts behind armoring at a downstream bend that are beginning to fall into the river. He said the city has worked with the Corps, provided drone imagery and is now seeking council authorization to certify city ownership of the affected land parcels and to authorize Corps entry so repairs can proceed. Anderson said the expectation is the work will be federally funded, "a no cost to the city type of project," but that the city would notify council if funding conditions change.

Council moved to authorize execution of the required documentation and to allow the city attorney to sign on the city's behalf; the motion passed.
