Council introduces charter amendments and sets Dec. 9 public hearing

The Marshall City Council introduced proposed charter amendments recommended by the Charter Commission and voted to call a public hearing on Dec. 9.
City Attorney Pam Whitmore explained the changes are primarily technical updates that align Marshall’s charter with recent legislative changes concerning how cities publish notice, open-meeting requirements and how certain election dates are set. Whitmore also noted the Charter Commission proposed adding an option for the city to sell property by either resolution or ordinance to streamline the process; she emphasized that required hearings for property owned by an EDA (Economic Development Authority) remain mandated by state law.
Councilmember Jim moved to introduce the proposed amendments and the motion passed. The council then voted to call a public hearing on Dec. 9 to consider the charter changes.
Amanda, a member of the Charter Commission, told the council she had no additional comments and characterized the proposed changes as straightforward and noncontroversial.
