Planning commission moves to treat transfer stations and trash compaction as special-exception uses

Rutherford County planning staff proposed and commissioners approved zoning-text amendments Nov. 10 to treat trash transfer stations and trash compaction as extensive-impact uses that require review by special exception. The change would align municipal solid-waste transfer operations with sanitary landfills in how they are permitted.
Planning staff said the uses were previously allowed by right in heavy industrial districts and by special exception in light industrial and commercial general districts. The proposed amendments add trash transfer and compaction to the land-use index as "by special exception only" extensive-impact facilities. Staff noted recycling or sorting facilities are listed separately and remain allowed in light industrial zones.
No members of the public spoke on the change during the hearing. Commissioners voted to forward the text amendments to the county commission for consideration next month.
Outcome: Recommend approval of zoning-ordinance amendments to appendices B and C to treat trash transfer stations and trash compaction as special-exception extensive-impact uses; to be considered by the Rutherford County Board of Commissioners.
