Corey Rice, Elko County planning and zoning, described the site as county‑owned land and said the company does not plan to store hazardous materials on‑site. "Savage is essentially utilizing this area in yellow, which is owned by the county. They are wanting to transfer propane and some other materials from rail to truck there," Rice said, adding that state environmental and public‑safety regulations apply.
Rice said he drafted conditions used by the Planning Commission and added one additional condition after consulting with county staff. Commissioners asked whether the permit would be time‑limited; Rice said the conditional‑use permit would remain "as long as they're operating the facility." Commissioners requested specificity that the permit apply only to the materials described in the application; Rice said that was the intent and that the extra condition was added to narrow the scope.
The board opened the matter for comment, received no opposition, and approved resolution 2025‑34 by voice vote.
