Commission debates Indian Springs overlay and introduces several ordinances for Oct. 22 hearing

Clark County staff and commissioners used the Oct. 8 zoning hearing to discuss a proposed neighborhood-protection overlay for part of Indian Springs and to introduce a package of Title 30 amendments intended to clarify sidewalk standards, landscaping requirements and other development rules.
Director Bridal (staff) outlined potential changes including raising sign fees to match contract costs, expanding administrative extension-of-time permissions, requiring 10 feet of landscaping along NDOT routes, and reexamining the definition of light industrial uses. Commissioner Becker described residents’ desire to protect the historic ‘town’ area of Indian Springs while accommodating growth for Creech Air Force Base-related housing.
Multiple commissioners proposed detailed edits to draft code language: clarify detached versus attached sidewalk requirements on frontage roads, restore language that allows private-access easements with a 24-foot width for single-dwelling access, revisit minimum interior street widths and provide a waiver process for narrower residential streets, and consider school-queuing and circulation requirements for new school construction. Southern Nevada Water Authority pool-size guidance and other interagency memos were flagged for staff review.
Staff also read into the record several ordinances for introduction and requested that public hearings be set for Oct. 22, 2025. Those items include development-agreement ordinances for Gomer 11 LLC and Millrose Properties, an ordinance amending the official zoning map consistent with prior board approvals, and a Title 30 amendment (ORD 25-90774) to modify setbacks and standards for fences and walls. The chair set the Oct. 22 public hearings.
Next steps: staff will prepare draft ordinance language reflecting the commission’s requested clarifications and return items for public hearing on Oct. 22, 2025.
