County updates Title 20 aviation fees, hangar owners press for transparency and oversight

The Clark County Commission on Oct. 7 approved amendments to Title 20 governing general aviation rentals, fees and charges and heard sustained public comment from hangar owners and aviation stakeholders who urged greater transparency and collaboration.
The county manager explained that staff had reviewed a potential conflict of interest regarding a department employee’s past board membership with Air Elite (a World Fuel subsidiary), and the employee voluntarily resigned to avoid appearance issues. Department of Aviation Director James Chrisley said the department and commission leaders had met with North Las Vegas hangar owners and that a path forward on lease negotiations was underway.
Representatives of AOPA and the North Las Vegas Hangar Owners Group praised outreach by the director and indicated they would not oppose Title 20 passage, but they emphasized the need for improved stakeholder engagement. An attorney representing 300 North Las Vegas hangar owners described management decisions and fee increases that had left tenants feeling blindsided and proposed a memorandum of understanding and a citizen oversight board to build long-term trust.
The commission voted to approve the Title 20 amendments; members noted the importance of aviation fees for airport sustainability and said they expected continued conversations about hangar leases and transparency.
