The board approved a policy statement (Attachment 3) clarifying the role of the pharmacist in charge (PIC). Under proposed changes to section 4113, the PIC would make staffing decisions rather than managers of the pharmacy, and would determine appropriate pharmacist‑to‑pharmacy technician ratios, which may not exceed 1:3. Member Maria moved to approve the PIC policy statement and Jesse seconded.
Laurie Wamsley, speaking for Walgreens, asked the board to consider adding more dates for the Certification Program for Global International Examinations (CPGIE) because some nonresident PIC candidates must travel out of state to test and there are only four testing dates before the statutory change takes effect in 2026. Board members, including Jesse, acknowledged the concern and asked staff to explore additional testing opportunities.
The motion passed in a recorded vote. Chair said staff will release the policy statement and work with stakeholders to expand testing options where possible.
