The Clark County Zoning Commission voted to approve the Moapa West concept specific plan for a 2,046.9‑acre master‑planned community, while excluding the North Village portion pending further technical work.
Dave Brown, representing the developer, described the concept plan as an initial, master‑planning step that identifies general locations for residential, commercial, industrial and public facility uses and noted the need for 13 follow‑up studies (water supply, wastewater, transportation, geotechnical, flood control, fire and emergency response, police, education, parks/trails, federal lands considerations, dark‑sky and naturally occurring asbestos assessments).
Multiple residents urged the commission to deny or substantially modify the proposal. Marcus Jensen said residents had experienced “frustrating” outreach and criticized proposed increases in industrial zoning. Jessica Parker flagged apparent legal inconsistencies with Title 30 and master‑plan policies and said more than 1,000 acres of the proposal fall within FEMA flood zones adjacent to Muddy River and Meadow Valley Wash. Lynn Wren and others described a history of floods and pressed the commission to prioritize drainage and public safety.
Commissioner Kirkpatrick acknowledged the concerns and said the commission would protect existing two‑acre (RS‑80) parcels, pursue an agriculture overlay and exclude the North Village component from the concept approval so it can be reworked with residents. County counsel and planning staff reiterated that a concept plan does not grant development entitlements and that approval would be followed by specific plans, public facilities needs assessments and all required land‑use changes before development could proceed.
Motion to approve the concept plan with North Village excluded, subject to required PFNA studies and the agriculture overlay work, passed.
