Jim Crisley, director of the Clark County Department of Aviation, told the board the department had accepted federal Airport Improvement Program grant funds and is therefore bound by grant assurances that require managing airport land for compatible aviation uses. “This includes the express obligation to restrict the use of the land adjacent to or in the immediate vicinity of the airport to compatible uses with aviation operations,” Crisley said, and warned that selling the property would trigger FAA approvals and a detailed environmental review under the National Environmental Policy Act.
Commissioners pressing for the auction acknowledged the aviation concerns but said a northern portion of the parcel could be repurposed for economic development while preserving airport-protected areas. A commissioner noted the lease began in 1999 and that “there are though 73 years left in this lease,” arguing the county should explore ways the land could return greater value to taxpayers. The motion directed staff to include the lease and any aviation or FAA deed restrictions in the auction process.
