Marion County officials report ARPA and ARC grant progress; east-side well drilling poised to start when reimbursements clear

Speaker 5 told the board the ARPA grant remains in good standing but that it is time to start reimbursement requests; staff have not yet received the reimbursement form from Bill and have had trouble reaching Alton, and the finished packet had not been sent to ADM for ARPA funds. "Everything's still fine with our ARPA grant," Speaker 5 said, and added that he would follow up to obtain the form and begin requests for reimbursements for engineering fees.
On other funding, Speaker 5 reported that the ARC grant (described in the meeting as a roughly $1 million award) is "still rolling along," and that Heath had reached out about adding the county’s contact information to forms. He also said the county expects emerging-contaminant funds to be released and that work to drill wells on the east side could pick up after the new year.
Regarding procurement for the well project, Speaker 5 said Morrow Water Technologies—previously awarded the bid in early 2024—had indicated it would honor 2024 pricing once ADM releases funds and the engineer (Dave Bechtel) is able to submit reimbursement requests. "They actually won the bid," Speaker 5 said of Morrow Water Technologies.
Staff discussed target water supply volumes for the east side, noting a minimum need of about 6,000,000 gallons per month and that Bill said they would "shoot to get you 12" (interpreted in the meeting as 12,000,000 gallons per month). Speakers emphasized that project speed depends on ADM and other funding-release steps; staff will press for the reimbursement form and continue engineer coordination.
