Richards said lead‑pipe abatement is progressing and praised property acquisitions for redevelopment, but argued that the city’s per‑capita general government expenditures are low compared with peer cities — citing about $75.77 per person — and urged hiring for grant writing, communications and community development.
She called for faster movement on key sites including North Main and the former Sargento property, suggested considering Housing First approaches to assist people who have nowhere to sleep, and said she would distribute a draft set of systematic proposals for council review. “We really wanna see North Main move,” she said, and warned that without increased staff capacity a new director may struggle to deliver on priorities.
