Lynn Haven awards $382,820 design task order to Panhandle Engineering for force-main upgrades

The Lynn Haven City Commission voted Nov. 12 to authorize a task order to Panhandle Engineering worth $382,820 to design sewer force-main improvements identified in the city's updated hydraulic model.
Staff said last year’s hydraulic model update identified force-main size deficiencies and that the design scope includes new 16-inch and 12-inch mains along the railroad right-of-way, Kentucky Avenue and 6th Street, plus improvements along the southern Route 77 collection system and a force main at a lift station to the collection basin. The goal is to upsize lines where needed to prevent sanitary sewer overflows and ensure conveyance to the wastewater treatment plant.
Commissioners discussed procurement and the city’s continuing services contracts with three engineering firms (Panhandle Engineering, Dewberry, and Mott MacDonald). Commissioner Tender voted "No" on the motion, expressing concerns about doing business with a particular individual involved in local contracting; staff said Panhandle had prepared the hydraulic model and that task orders often piggyback off prior modeling work.
The task order passed on a recorded vote and staff will proceed with final design and subsequent construction procurement steps based on the completed design.
