Gahanna to raise EV charging rates; city will not enable idle-recovery fee for now

City staff told council on Nov. 10 that Gahanna will transition EV charging rates from an hourly model to per‑kilowatt pricing and recommended small increases tied to cost recovery and a recent shift to 100% renewable energy accounts.
"Level 2 stations [will go] up 2¢ per kilowatt. Fast chargers going up 1¢ per kilowatt," the director of public service said, noting software and hardware upgrades at six city charging locations and an effective date the administration requested of Dec. 8. The city operates Level 2 chargers at City Hall, Friendship Park, Hannah Park and the municipal golf course and fast chargers at Creekside Parking Garage and the municipal parking lot.
On the prospect of an idle fee — a charge to drivers who remain hooked to a charger after their vehicle finishes charging — staff said the cost to implement that software module is not cost‑effective. "We will not be activating the idle recovery module," the director said.
Councilmembers asked for usage data for the stations; staff said recent software upgrades will enable better analytics but that much of the historical data is limited because several chargers were offline before the upgrade. The administration said the item will be brought as a resolution for consent on the next week's agenda.
What happens next: staff will present the resolution for council consent next week and provide usage analytics as they are compiled from the new software.
