Troy Plant Commission approves window replacement plan for 12 West Main Street

The Troy Plant Commission on Aug. 27 approved a certificate of appropriateness for replacement windows at 12 West Main Street after receiving supplemental information from the applicant and staff.
Historic preservation staff told the commission that research found the current windows were not original to the building and were likely installed in the 1990s. "The supplemental information identifies 22 of the 40 windows have some level of damage," staff said, and added the applicant revised the proposed replacement design "from 3 panes to 2 panes to simulate the original double hung windows." Staff concluded the revised design meets Design Manual section 2.8(a) through (d) and recommended approval.
Chair and commissioners confirmed the item be removed from the table for discussion, then a commissioner moved and a second was recorded to approve the certificate. During a clarification exchange, the chair asked "How many windows are being replaced?" Staff first said "40," then immediately said "41"; the count is not reconciled elsewhere in the record. The commission then conducted a roll-call vote; Commissioners Titterington, Westmeyer, Early, Wolke, McGarry and Mayor Ota voted "Yes," and the motion carried.
The commission’s action authorizes the proposed replacement as described in the applicant’s supplemental submittal and found by staff to conform with the cited design manual sections. The record does not show additional conditions or a follow-up reporting requirement attached to the approval.
