Council approves several business licenses, refers overdue payments to finance committee

The council handled multiple business‑licensing items in a single block of the agenda.

An outdoor dining license for Hoss de la Vie at 1342 Douglas Avenue was approved after the applicant said the outdoor area would use about half the side‑parking area, be seasonal, and end service at 9 p.m. on weeknights and 10 p.m. on weekends. The council also approved Class F‑1 liquor licenses for Behind the Bars Mixology LLC (event at Camp Meon on Aug. 21, 2025) and for Easy Bar LLC (events at Camp Meade on Sept. 26 and in October 2025). Anthony Edward Madarici was granted a private investigator license after appearing for the record.

JL Bowery Investments (Danish Sports Lounge) reported it is close to meeting licensing conditions (state certification and tax clearance); the council continued the three‑month check‑in to September and authorized administrative completion if paperwork is finished sooner. Elite Lounge and Bistro’s licensing matter was removed from the agenda after the registered agent, Carlos Velasco, confirmed payments were being made. Separately, council received a police‑department update that 7 8 7 Restaurant and Lounge made a $2,500 payment toward a larger outstanding police‑detail balance (reported at $59,917.39); the council referred that case to the finance committee to avoid negotiating payment schedules in public session.

Several of these items were routine approvals; the council asked staff to handle follow‑up compliance and finance oversight where necessary.
