Doral council approves senior aquatic program, farmers-market study, support for federal bill and several consent items

Senior 'Splash' program: Councilman Rafael Pinedo’s resolution will direct the city manager to implement a monthly program at the Doral Aquatic Center for Silver Club members that offers specialized aquatic fitness programming such as aqua-aerobics and aqua-zumba. Pinedo estimated a program budget of about $160 per month and said the program would be free to Silver Club members; council approved the resolution.
Farmers market feasibility: Councilwoman Nicole Reynoso asked staff to assess the feasibility of establishing a seasonal farmers market for 2025–26. Parks and Recreation Director Michael Festa said staff will evaluate frequency, in-house versus outsourced operations and location options; the council approved the study and requested an update at the September meeting.
Support for federal immigration bill: The council voted to express support for H.R. 4393, described in the meeting as the Dignity Act, which supporters said would create expanded legal pathways and protections for Dreamers and long-term undocumented residents. Councilmembers agreed to transmit the resolution.
Consent and pulled items: The council approved a settlement (item 6c) after limited public comment and discussion, noting litigation matters had been discussed in executive session. It also approved an agreement with a technical-expert services firm for Legacy Park litigation (item 6e), a special-event permit for an Argentine gastronomy festival on Nov. 22, 2025 (item 6o), and adoption of a Georgia state contract to procure four Hometown Trolley vehicles (item 6x). Council members asked staff to follow up on maintenance and vehicle-condition details for the trolley purchase.
Public comment and other reports: Miles Davis of SAVE urged the city to complete the Human Rights Campaign's Municipal Equality Index (MEI) to strengthen nondiscrimination practices. The city manager updated the council on responses to the Florida Department of Government Efficiency’s information request and announced a Silver Well Workplace award for city staff.
Next steps: Staff to return with the farmers-market feasibility assessment in September, the city attorney to draft a micromobility ordinance for a future meeting, and the manager to follow up on trolley maintenance and Legacy Park expert work.
