Springdale accepts $684,000 county match for George A. Barker River Park expansion; council amends budget

Ryan Gubler presented the town's River Park expansion plan and the interlocal funding package the county committed to provide. Washington County has agreed to $1,250,000 for the project split into Phase 1 ($684,000) and a future Phase 2 ($566,000). Springdale intends to use state outdoor recreation grant money ($200,000), park impact fees, RAP-tax reserves and $70,000 from the general fund to meet the required 1:1 match for the county's Phase 1 contribution.

Gubler described Phase 1 as relatively modest improvements to the existing park: heat and minor renovation to restrooms to create maintenance space, irrigation and landscaping adjustments, removal of unused ornamental turf to save water, short walking paths, benches and refined parking circulation. Phase 2 (not imminent) could include a river viewing platform and new restrooms; the county has committed funds for Phase 2 but the town is not obligated to proceed on the same schedule.

Council debated schedule and contractual terms, discussed adding a cure period if the timeline is not met, and confirmed the county's funds are available and likely to be delivered early in the calendar year. The council approved the interlocal agreement and then adopted a budget amendment (Resolution 2025-11) incorporating the match and other small grant-related changes.

Council assigned staff to provide regular progress reports required by the interlocal agreement and to maintain final design and construction documents for any future Phase 2 funding request.
