Council OKs amendment to TxDOT funding agreement for FM 3090 sidewalks, keeps parking via 'bikeable shoulder'

The Navasota City Council on Oct. 27 approved Resolution 80925 to authorize an amendment to the advanced funding agreement (AFA) with the Texas Department of Transportation for bike and pedestrian improvements along FM 3090.
Development Services staff described the project as an approximately $4.9 million grant to build 6-foot sidewalks on both sides of FM 3090 from the Highway 6 frontage road to Railroad Street. During design, engineers recommended swapping permanent bike lanes for a "bikeable shoulder" so adjacent businesses and residents can continue to use the shoulder for parking. As staff explained, a designated bike lane would prohibit parking and open the possibility of citations for vehicles parked in the lane.
"This is for the 4.9, roughly, million dollar grant that's for 6 foot wide sidewalks on both sides of Piedmont Slash Blackshear, FM 3090," staff said in presenting the item. The minor wording change in the AFA required council approval of an amendment; the council approved the resolution by voice vote.
Staff said the revised language preserves flexibility for business parking while maintaining a bicycling accommodation that engineers consider safe for the corridor. The amendment and the revised AFA were reviewed by the city attorney's office prior to the vote. Council approved the resolution without further amendment.
