The Manvel Planning & Zoning Commission took several formal actions at its Oct. 27 meeting.
Consent agenda: The commission approved the meeting minutes without objection (motion carried unanimously 6–0).
Specific-use permit extension: The commission considered a one-year extension for a specific-use permit issued under Ordinance 2024-O-41 for a roughly 6.9-acre site that had been rezoned for manufactured-home district with an SUP allowing religious organization use. Staff explained the SUP originally expired because construction had not started; the applicant requested a one-year extension, and staff recommended approval. The motion to forward a recommendation of approval passed 5–1.
Subdivision variance — escrow in lieu of immediate construction: The commission considered a subdivision variance to Chapter 62 to allow escrowing funds for future perimeter road and sidewalk construction along the south side of a proposed 1.5-acre ambulatory health-care site east of Sonic on Highway 6. Staff noted drainage, detention, and limited connectivity — including a Brazoria drainage district ditch and the location of existing detention ponds — made immediate roadway construction impractical. Staff recommended the variance subject to conditions: dedication of right-of-way, an escrow amount estimated by the applicant and reviewed/approved by the city engineer, and holding escrow funds until project start; if construction does not begin within two years, staff said the funds would be returned to the developer unless the city determined the right-of-way had been abandoned. The commission approved the variance with conditions; motion carried 6–0.
Tabling PUD recommendation: Separately, after an extensive review of a larger PUD annexation application, commissioners voted unanimously to table the PUD final recommendation pending revised PUD documents and consultant markups.
