At its meeting the Flagstaff Open Space Commission received a package of operational updates from staff covering water agreements, memorial infrastructure, safety projects and signage work across several preserves.
Picture Canyon reclaimed-water agreement: Staff (Speaker 6 and Speaker 1) reported the City Council approved a reclaimed-water release agreement for Picture Canyon described in the meeting as valid through 2045. Staff characterized the council action as a resolution and noted the water services director has authority to administer some amended agreements. The commission did not vote on that council action; commissioners were advised the item was informational and available on the City Council record and video.
Jack Welch Memorial footbridge and art: Staff reported the footbridge at Picture Canyon was renamed the Jack Welch Memorial Bridge and a plaque has been installed. A Hopi artist will install commemorative artwork on Dec. 7 at 1 p.m.; staff invited Indigenous media and community members to attend the installation.
BNSF tunnel proposal for rail safety: Staff said BNSF Railway is applying for a grant to construct tunnels between Country Club and Picture Canyon; one of the tunnels is proposed as a foot trail. Staff cited BNSF safety data that roughly six people have been killed crossing the tracks over the past three years and said one proposed tunnel would be about 300 feet with design features (skylights) to allow light and ventilation.
McMillan Mesa signage and no-camping enforcement: Staff reported temporary no-camping signs are in place at McMillan Mesa and have reduced camping in many locations; permanent interpretive signs planned under a grant remain paused while an archaeological/cultural survey filing is corrected. Staff described five interpretive signs in development covering wildlife and geology and said the grant will be released when the cultural-survey filing is complete.
Trail flagging and procurement: Staff said the Observatory Mesa Natural Preserve Plan Draft was approved by City Council and the Arizona State Parks Board and that staff are preparing a procurement solicitation to hire a contractor to flag and assess trails; schedule targets include initial fieldwork in winter or spring, depending on weather and procurement timelines.
Invasive-plant and education funding: Staff reported an invasive-plant grant for Observatory Mesa aims to be completed by December 2025 and that the Open Space educator position—currently funded by an Arizona State Heritage Park Fund grant—is a division priority to convert to a permanent full-time role; budget-team requests will be prepared.
No formal votes on these informational items were recorded by the commission during the meeting; staff said several items will require separate procurements, Council approvals or formal grant conditions before work proceeds.
