Common Council approves consent calendar: grants, contracts and event permits cleared

At its Oct. 28 meeting the Norwalk Common Council approved a consent calendar that included ordinance updates, multiple grant acceptances, event authorizations and construction-contract approvals.
Key items in the consent calendar included authorization for the mayor to accept Connecticut Department of Transportation Highway Safety grants (FY26 DUI enforcement, project number 02060722-1-B, and Click It Or Ticket enforcement grants), and authorization for the chief of police to execute necessary documents to implement those grants. The council also approved event permits and use agreements: a Jingle Bell 5K on Dec. 13 (estimated 200 participants), a holiday extravaganza on Dec. 6 at Washington Street Park (estimated 1,500 attendees), and the Norwalk River fun run on Dec. 6 (estimated 350 participants).
The council authorized the mayor to execute a master agreement for construction services with Colonial Concrete and Asphalt Paving LLC not to exceed $381,556, and authorized orders with Polonia Concrete and Asphalt Paving LLC not to exceed $76,312. It also authorized procurement of design and permitting services with IMEG (formerly FHI Studio) not to exceed $90,500 and related orders not to exceed $9,050.
Council President called the vote on the consent calendar as read; the council approved the consent calendar as presented.
Why it matters
The consent items authorize the city to accept state grant funding that supports local DUI enforcement and seatbelt enforcement, allow city departments to stage community events this winter, and commit funds for sidewalk/street maintenance and design work. The council’s actions allow staff to execute contracts and grants moving projects toward implementation.
