San Rafael Council adopts 2025 California Fire Code with local amendments

The San Rafael City Council on Nov. 3 unanimously adopted an ordinance updating the city's fire code to align with the 2025 California Fire Code and corresponding international code editions, while retaining existing local amendments.
Fire staff told the council the update is a routine triennial action. "There are no substantial changes to the 2025 California fire codes," the fire chief said, and recommended the council open the public hearing and consider Ordinance 20 54 for adoption. No public comment was received on the item.
After a motion to adopt and a roll-call vote, the deputy city clerk read the ordinance title: the city amends Chapter 4.08 of the San Rafael Municipal Code to adopt by reference the 2025 California Fire Code (with local amendments), the 2024 International Fire Code base, and the 2025 International Wildland-Urban Interface Code. The motion carried 5-0.
The ordinance preserves the local amendments that have been in place through prior code cycles, which staff said promote consistency across Marin jurisdictions and reduce confusion for property owners, contractors and developers. The adoption is effective as provided in the ordinance and the clerk read the supporting findings into the record at the meeting.
The council proceeded with the rest of its agenda following the adoption.
