Euless City Secretary Kim Sutter named 2025 TMCA Municipal Clerk of the Year

Alicia Richardson, president of the Texas Municipal Clerks Association, presented Euless City Secretary Kim Sutter with the 2025 TMCA Municipal Clerk of the Year award during the council meeting. Richardson described the award as "the highest individual honor our association bestows" and credited Sutter with statewide leadership, mentorship and service in election law education and clerk training.
Richardson told the council that the award recognizes clerks who demonstrate "exceptional leadership, unwavering integrity, and a deep commitment to public service," and said Sutter’s work mentoring new clerks and teaching certification courses set her apart. The presenter noted that out of more than 1,200 municipal clerks in Texas, only one is selected each year for the honor.
Kim Sutter, who was introduced as Euless’s city secretary and chief governance officer, accepted the recognition and thanked the council, staff and residents for their support: "I am very, very grateful and fortunate to work for the city of Euless that does support me in my profession," she said.
The city council and meeting attendees applauded the recognition. The award highlights Sutter’s role in training clerks across the state and reinforces the city’s record of support for municipal governance work.
