Council approves one-year reinstatement to resubmit site plan for 12-acre Showcase Drive development

The Cedar Hill City Council on Nov. 11 voted to reinstate the one-year right to submit a site plan for a planned 11.996‑acre development at approximately 400 Showcase Drive (PD number 2023778), a project that would yield about 63 single‑family lots.
Planning staff summarized that the planned development was adopted as a planned development on March 28, 2023, and that the right to submit a site plan expired on March 28, 2024. Staff told council the planning and zoning commission recommended reinstatement for a period not to exceed one year and that the applicant cited financial and market conditions for the delay.
In council questioning, Christopher Blevins of Barrett Hampton Brown Engineers said the delay resulted from market conditions in 2023–24 and that the owner completed a closing this past summer. "We're not requesting any changes at all to anything. Just the right to resubmit the site plan," Blevins said, adding that a developer was preparing preliminary plans and aimed to submit a site plan early in the coming year.
Council member Hayden moved to approve Case PD745–2025 per the planning and zoning recommendation, a motion that received a second and carried unanimously.
The action grants the applicant the right to submit a site plan for the specified PD for the council‑approved period (per the P&Z recommendation). Staff recorded no letters of support or opposition as of 5 p.m. the day of the hearing.
