Planning commission approves Vons’ request for in‑store instructional tastings with conditions

The Camarillo Planning Commission on Nov. 4 recommended approval of a conditional use permit modification (CUP 431M1) allowing Albertsons Companies, operating as Vons, to add an instructional tasting program at its new store at 940 Arneil Road.
Senior planner Paul McLaren described the request as a modification to an existing Type 21 off‑sale license to add a Type 86 instructional tasting, permitted by California Alcoholic Beverage Control (ABC) regulations when combined with a type 21 license. McLaren said operational conditions — including ID checks, stanchions to separate tasting areas, Responsible Beverage Service (RBS)‑trained staff and limits on sample size — are proposed to reduce off‑site impacts. He said tastings are intended to be a short, supervised experience (not a bar) that can support local producers and drive complementary in‑store sales.
During public comment several residents asked whether "one event per day" (an ABC limit) allows tastings to operate all day. Dean Mead, the district manager representing Albertsons/Vons, said in practice events are short — typically a couple of hours — and that some stores rely on a small community of signed‑up customers rather than broad public advertising. The applicant agreed to add store signage for events and implement RBS staffing at each event.
Commissioners proposed and approved an amendment to conditions requiring signage posted two days in advance, a maximum duration of four hours per event, and that each event be staffed by at least one RBS‑certified representative (applicants may use licensed store employees). The commission voted to adopt Resolution PC2025‑10 recommending approval to City Council with these conditions; the vote was unanimous.
What happens next: Staff will forward the commission’s recommendation (Resolution PC2025‑10) to City Council for final action; the commission found the request exempt from CEQA.
