Westland City Council approves consent calendar, schedules closed study session on property

Councilwoman Patricia Rakowski moved to approve the consent calendar, supported in the transcript by a second recorded as “Rishardt.” The clerk read items that the council approved, including an intergovernmental agreement with Wayne County to allow right-of-access and installation of a Rosie the Riveter sculpture at Vinoy Dorsey Park; adoption of storm water maintenance permit MDash25Dash0102 for Westland Fire Station No. 2; a contract with PS Learning LLC to manage the Jefferson Barnes Learning Lab not to exceed $54,108; and a bid award for professional fencing replacement at the DPS yard not to exceed $9,230. The transfer of hazardous board‑up costs to the property tax roll for the winter 2025 tax bill was also included on the consent calendar.
A separate motion to approve payment of vouchers was moved by Councilman Jim Hart and supported by Councilman Daniel Hornbuckle; the chair said there was no discussion and the motion passed.
Under new business the council approved the minutes of its Oct. 20, 2025 meeting by voice and roll call vote. The council then voted unanimously to schedule a closed study session for Nov. 17, 2025, at 5:30 p.m. to discuss real property transactions pursuant to MCL 15.268(d). The clerk conducted roll call for the closed-session motion and the meeting record indicates the motion passed on a unanimous vote.
Clerk read the consent items aloud and noted the administrative adjustment that removed item “e” from tonight’s calendar. No member requested separate consideration of any consent item on the floor. The council did not record an itemized roll-call tally for every consent vote in the public transcript; where the record shows unanimous passage (the closed-session scheduling) the clerk recorded the vote as unanimous.
