County staff said the Terra Boulevard Livable Centers Initiative — an 11-mile, 5,600-acre corridor study funded by a $400,000 ARC grant — received a regional excellence award; staff said work will include a coordinated sign ordinance and next steps toward implementation.
Clayton County officials on Nov. 4 announced that the Terra Boulevard Livable Centers Initiative (LCI) has been recognized with an Atlanta Regional Commission regional excellence award for the project’s ambition and community-led process.
Director Ajike said the LCI, funded by a $400,000 ARC grant and a joint effort with the cities of Jonesboro and Lovejoy, covers an approximately 11-mile corridor and more than 5,600 acres. The study identified three key nodes — Terra Gateway, Jonesboro and Lovejoy — and produced a work program of recommendations, including formation of a task force and an initial sign-ordinance rewrite to reduce visual clutter along the corridor.
"The Terra Boulevard LCI is changing that story," the presentation said, describing the plan as a blueprint for a more multimodal, economically resilient corridor shaped by resident input.
Chairwoman Dr. Alika Anderson-Henry congratulated staff and the partnering cities and said the county is continuing implementation steps. She also told the board that funds previously thought lost for trails will now be available to connect county trails with the BeltLine and extend to the Terrell Boulevard/Arrowhead area; the exact dollar figure cited in the meeting record was not clearly specified and will be confirmed by staff.
Staff said next steps include finalizing the sign ordinance draft, convening the multi-jurisdictional task force and presenting specific work-session briefings before any formal vote on code changes.
The award was presented jointly by the ARC and partner organizations, with county representatives and local mayors in attendance.
Next steps: staff will continue drafting ordinance language, present a work-session briefing to commissioners, and coordinate community outreach around recommended projects.
