Finance committee approves several Home Kenosha parcel transfers and a contractor termination; staff to reassign lots to other builders

The Kenosha Finance Committee on Nov. 3 approved a package of property and contract actions tied to the Home Kenosha program, including a parcel transfer, a contractor termination and a closing‑date extension for a city acquisition.
Committee members approved a mayoral resolution to transfer a parcel at 48414 Sheridan Road to Tourism Builders and Properties LLC for division into two lots and development under the Home Kenosha program. City development staff presented the parcel location and said the transfer will allow two home loans on the property; the motion was approved on voice and roll call.
City development staff (Tim Casey) recommended releasing Rocketman Investments LLC/DBA NewGen Homes from five contracts after the builder failed to complete required surveys and did not finish any of the assigned lots. “NewGen Homes is one of the builders who approached us about Home Kenosha. Had some delays in getting surveys done and weren’t familiar with some of the complexity in their mind of city permit requirements,” Casey said. Staff said no payments were made to the builder and the lots will revert to the city for reassignment.
The committee also approved a second amendment that transfers two lots associated with Torsten Brothers and approved a brief amendment moving the closing date for the city’s planned acquisition of the former Danish Brotherhood Lodge site on 2nd Avenue from Nov. 1 to Nov. 10 to allow additional title work.
Taken together, the votes represent a reallocation of several small infill parcels to maintain momentum in the Home Kenosha program; staff said they have outreached to other regional builders and placed a small CIP allocation in future years to support any relocation or redevelopment studies.
Next steps indicated by staff include formally returning the reverted lots to city inventory and proceeding with efforts to reassign them to interested builders; the committee recorded approvals by roll call on each item.
