Conservation panel tables commuter‑rail vegetation RDA pending legal ad; consultant to provide proof

An RDA submitted to confirm maps for vegetation management along the commuter‑rail right‑of‑way was presented to the Fall River Conservation Commission Nov. 3 and tabled when the applicant could not immediately show proof that the required legal advertisement ran.
Matt Donovan, representing the applicant, said the filing confirms maps used to direct chemical and mechanical vegetation control along the rail corridor, and described the two annual chemical application windows and how sensitive areas are marked. “This RDA is submitted to your commission every 5 years required by CMR 11,” Donovan said, explaining that the maps guide where mechanical methods are used in lieu of chemicals in protected zones.
Commissioners asked for a copy of the legal ad and proof of public notice before acting. Staff explained the ad must be placed with the Herald News and that the commission would process Donovan’s filing once the advertisement proof is provided. The applicant agreed to email the advertisement template and payment confirmation and the commission tabled the matter until the next meeting to ensure proper notice and allow interested parties to comment if they do so.
