- Land use and critical areas: Councilmembers flagged redundancy across goals and policies and asked staff to confirm that protections based on 'best available science' remain explicit. Several councillors suggested deferring deep structural cleanup of redundancies until after adoption so staff bandwidth is preserved.
- Housing and UGA expansion (Orcas Island, East Sound): Cassam reviewed a land‑capacity analysis indicating a deficit for housing affordable to 0–80% area median income. The planning commission proposed increasing minimum densities in the downtown core and three UGA expansion options to meet needs. Several councillors recommended dropping Expansion Area C because of higher transportation impacts and distance from existing services; staff will update maps accordingly.
- Transportation: New state guidance requires multimodal LOS evaluations. Council asked staff to soften prescriptive language that commits the county to establishing full active‑transport networks on every ferry‑served island, recommending 'consider' or 'study' language and additional coordination with Public Works and WSDOT before committing to construction.
- Climate element: Environmental Stewardship presented the new climate element and the planned climate action plan; staff emphasized crosswalks so climate goals inform other elements, and indicated Ecology funding is being pursued to support an integrated water resources plan in 2026.
Next steps: staff will refine policy language per council direction, remove Expansion Area C from the draft maps for now, coordinate technical details with Public Works and other departments, and return with revised maps and ordinance language at a future meeting.
