Council members expressed concern at the magnitude of the change orders — described in the record as about a 45% increase relative to the original contract price — and pressed staff for improvements to procurement oversight. Project staff and accounts-payable said available CDBG funds will cover the project and any residuals will remain in CDBG accounts for future park projects.
