Newport commissioners approve emergency shoring rental and interlocal animal-control agreement

The Newport Board of Commissioners on Nov. 3 unanimously approved two formal orders before moving into a finance caucus.
Commissioner's Order No. 76 authorizes Mayor Thomas L. Cadulli Jr. to execute a rental and inspection agreement with LRT Restoration Technologies for an emergency shoring tower on the Cincinnati side of the Purple People Bridge. City staff described the shoring as an inherited short-term expense while staff work toward a permanent repair estimated at about $500,000; officials said roughly $200,000 is currently available and that the city hopes to remove the temporary towers in roughly four to five months. A motion to approve was moved and seconded and then carried on a roll-call vote in which Commissioner Radwanski, Vice Mayor Smith Morrow, Commissioner Rekton, Commissioner Sutherland and Mayor Cadulli all voted yes.
Commissioner's Order No. 77 authorizes Mayor Cadulli to sign an interlocal agreement with the cities of Dayton, Southgate and Wendellon and the Campbell County Fiscal Court for animal-control services. Staff said the county shelter recently updated policies and that the agreement imposes no new cost on Newport; Chief Fangman and county staff will coordinate implementation. The order was moved, seconded and approved on a unanimous roll call.
The votes came early in the evening. After completing the special-meeting agenda, the board recessed into a caucus focused on finance, audit readiness and internal controls. The caucus featured an investment update from Red Tree Investments and a department-level presentation by Finance Director Lenny on bank reconciliations, accounts-payable workflows, payroll controls and recent audit items.
No substantive amendments or contingencies to either order were recorded in the meeting minutes.
