Case 25‑26: Planning staff described a roughly 2.87‑acre site west of Clover where the applicant proposes to subdivide and place a double‑wide manufactured home, creating two conforming RUD lots from a previously nonconforming parcel. The planning report noted the change will produce two lots that meet the one‑acre minimum for RUD; council approved the request on first reading.
Case 25‑30: Council considered a third‑reading rezoning to Light Industrial (LI) for 28 acres in District 7. Staff reminded the council this item had changed since prior notices and that path back to hearing reflected those changes; council closed the hearing and approved the rezoning.
Case 25‑38: A developer proposed consolidating six parcels in the Riverview area (just west of I‑77) to build a multi‑tenant mixed‑use building with up to 11 upper‑story residences above ground‑floor commercial uses; the county recommended approval as consistent with the future land‑use map and the council approved first reading.
Case 25‑39: A property between I‑77 and Highway 21 was proposed for upfitting as a health and fitness facility with a new field‑house. Planning staff said the use is consistent with the I‑77 corridor employment node and that the operator would run by appointment to limit traffic impact; council voted to approve the rezoning.
All four items were approved by voice vote during the Nov. 3 meeting. Council members noted timing, consistency with long‑range plans and the need to monitor traffic and infrastructure impacts as the related projects proceed to permitting.
