A proposal to rezone 5866 Ivanhoe Road in Bartlett from RS-10 (single-family residential) to CG (general commercial) drew live public opposition and a split vote by the Board of Mayor and Aldermen.
Planning Director Kim Taylor said the 3.1-acre site at the northeast corner of Ivanhoe Road and Bartlett Boulevard was submitted for rezoning so the owner could develop commercial uses (restaurants, retail). Taylor said the Planning Commission held a public hearing on Oct. 6 and provided a non-favorable recommendation; residents cited traffic and public-safety concerns at that meeting.
When the item came to the board for first reading, no motion was initially made and the mayor recorded that the ordinance failed for lack of a motion. City Attorney Ed McKinney later urged the board that recording three readings and a public-hearing record can help defend decisions on appeal and recommended scheduling the readings.
After additional discussion and a motion to proceed, the board voted 4–3 to set a public hearing and move the ordinance to a second reading with the hearing scheduled for Nov. 25. During the citizens forum, neighbors Liz Evers and Steve Evers of Oak Forest Drive urged the board to kill the rezoning, saying it would increase traffic, reduce safety and damage neighborhood character; Liz Evers called the application “vehemently opposed.”
What’s next: A public hearing is set for Nov. 25; the ordinance will return for additional readings and a final vote after public comment.
