The Spalding County Planning Commission on Oct. 28 recommended denial of a rezoning application that would restore the Mill Village District overlay for a roughly 9.66‑acre parcel on Sixth Street.
Staff told the commission the item had returned because of questions about a potential new owner and possible different uses. Owner Marshall Lucas, who identified himself as the property owner and operator of VT Tire, said he intends the site to remain dedicated to the tire business and said a partner will join to support the operation. "There'll only be tires, and we'll only use that one building," Lucas said.
Commissioners emphasized the original approval had limited the site to tire operations and said that, if the property is to remain for that singular commercial use, there was no purpose in restoring the overlay. Attorney advice and staff recommended denial if the intent is to preserve the tire‑only use; the motion to deny the overlay passed with no opposition.
Next steps: The commission’s recommendation will be forwarded to the Board of Commissioners for final action; dates were noted for Nov. 20.
