Council approves a set of land‑use map changes and a $275,000 USDA‑backed bond

Bill 67 (first reading) changes the zone map at 1198 Kinole St. to permit a commercial classification that would allow redevelopment by the applicant, Korea Ohana LLC. Bill 73 (first reading, amended) changes a Hilo property’s zoning to allow subdivision into two lots; council amended the bill to clarify that the existing dwelling permit would be revoked upon issuance of final subdivision approval. Bill 29 (second and final reading) was adopted; it allows establishment of special zoning districts using geographic descriptions other than standard meets-and-bounds language.
Separately, Bill 74 authorizes issuance of a general obligation bond not to exceed $275,000 to finance construction of a public water system serving Iki Place, Kealakehe Homesteads, North Kona, and to secure a $275,000 loan from the U.S. Department of Agriculture. The council approved Bill 74 on second and final reading.
What happens next: Applicants for zone changes will proceed through any required conditions or permit steps following first-reading approvals; the bond authorization enables the county to complete the USDA loan process and move forward on water-system construction pending procurement and project planning.
