Duchesne County adopts FEMA-required all-hazards mitigation plan (Resolution 25-09)

The Duchesne County Commission on Aug. 25 unanimously adopted Resolution No. 25-09 supporting participation in an all-hazards, multi-jurisdictional mitigation plan now approved by the Federal Emergency Management Agency.
Shelley, a county staff member overseeing the mitigation-plan update, told the commission the county began the update in 2023 to maintain FEMA eligibility and that FEMA has now approved the submission. "They're finally approved, so we can finally pass that," Shelley said, explaining the plan covers the county and its cities and addresses flooding and other disaster risks.
Commissioner (Speaker 4) moved to adopt the resolution and Commissioner (Speaker 2) seconded the motion; the commission approved the resolution by voice vote. Adoption of the plan keeps Duchesne County eligible for FEMA mitigation assistance and clarifies county and municipal roles for flood and other disaster response.
The county noted the plan must be updated every five years to remain in compliance with FEMA requirements. The commission did not elaborate on any immediate budgetary commitments tied to the plan during the meeting; staff indicated the approval closes a long review period with FEMA and allows the county to seek mitigation funding when appropriate.
The commission will incorporate the adopted plan into the county's broader emergency-management activities and coordinate with cities named in the plan for any grant or project applications.
