Committee approves $50,000 reappropriation for Rota mayor to address unpaid A&E invoice

The House Committee on Waste and Means on Aug. 19 adopted a committee report recommending the full House support House Bill 24-45, which would reappropriate $50,000 under Public Law 21-10, Section 2(g), for operational expenses of the mayor of the municipality of Rota.
Representative Julie Ogo, the bill's author, told the committee the $50,000 derives from an unencumbered portion of a $2,000,000 allocation (business unit 77193B) and remains available because the funds were never used. She said the immediate need is to address an outstanding A&E (architect/engineering) invoice of roughly $49,000 owed to Herman Cabrera.
Floor Leader Marissa Flores and others discussed where language specifying vendor payment should be placed and whether the senate or delegation would insert implementing language. Chairman Sablan recommended drafting necessary amendments at the committee level so the senate can concur and the bill can proceed to the governor for signature without further changes.
After a short recess to consider language, the committee moved, seconded and approved a committee report recommending the bill.
Next steps: The committee report will be forwarded to the full House. Members discussed that the senate may add language specifying payment to the vendor; Chairman Sablan suggested making such language in committee to expedite final concurrence.
