The Planning Commission on Aug. 6 approved a large lot consolidation and land‑development plan for a Susquehanna Regional Transportation Authority (SRTA) operations and maintenance facility that includes a temporary on‑site transfer center.
Staff described the project as a consolidation of roughly 14 parcels totaling about 15 acres bounded by Hurst Street, the Harrisburg Cemetery, State Street, and Cameron Street. The proposal would demolish existing deteriorated structures and construct a modern O&M facility with a temporary transfer center; staff recommended approval subject to several conditions: securing street vacations for portions of Foster Street, Goodwill Drive and North Twelfth Street before filing final LDP, obtaining a FEMA Letter of Map Revision and floodplain administrator approvals, and coordinating with the city arborist on tree canopy and native plantings.
Applicants represented by Stantec said they had reviewed and agreed to recommended conditions. Commissioners engaged in extended discussion about pedestrian safety on Cameron Street (sidewalks adjacent to fast traffic), the transfer center’s distance from the Harrisburg Transportation Center, and the need to ensure the transfer component remain temporary and removable if a better downtown location is found. Staff acknowledged the long‑term goal to locate a permanent transfer center near the train station but said available funding and property owner willingness make the current site practical now.
A motion to approve the consolidation and LDP with staff conditions plus an added condition to install a 2‑foot grass median along the Cameron Street frontage carried by voice vote. Staff and applicants will continue interagency coordination on street vacations, FEMA mapping, floodplain permitting and design details.
