Altoona council approves most consent items, adopts multiple property-vacation ordinances

Altoona City Council met Monday and approved most items on the consent agenda, adopted several ordinances to vacate city-owned parcels and streets, and rejected two repository-bid items pulled from consent.
The council, presided over by Mayor Michael Pacifico, approved the consent package (excluding items I, m and n) by a 7–0 roll-call vote. The consent items included awarding a 2025 asphalt crack-and-joint sealing contract to Krylon of Somerset ($85,468.49, payable from the Highway Aid Fund); a 2025 tree-maintenance contract to Henry Enterprises ($6,417.50, General Fund); a demo bid for 1907 Eleventh Street to G & R Excavating ($15,006.45); amendments to the 2024 Community Development Block Grant (CDBG) program to create an Eighth Street curb-and-sidewalk project with a total transfer of $205,331.88; adoption of the 2025–29 CDBG/HOME consolidated plan and 2025 annual plan to be filed with HUD; and the appointment of Corey Tubbo to the Altoona Parking Authority (term through January 2028).
Council then took separate votes on pulled repository bids. Item m (a repository bid submitted by GDR Enterprises of Philadelphia for multiple addresses at $500 each) failed 0–7. Item n (a repository bid submitted by Rio Solutions of Boynton Beach, Fla., for multiple addresses at $50 each) also failed 0–7.
On item I — concurring with the Blair County Commissioners’ certification of Discover Blair County as the county’s designated tourist promotion agency — the council voted 6–1, with Mayor Pacifico casting the lone no vote.
The council moved to adopt a series of ordinances vacating and abandoning portions of city-owned alleys, streets and lots, including (by roll call) the vacation and abandonment of a portion of East Altoona Avenue and a portion of East Blair Avenue, several Garfield Park lots, a half-unopened portion of Lloyd Street and an alley between North Ninth and North Seventh avenues. Those adoption votes recorded in the transcript were unanimous where listed (7–0).
The council also adopted an ordinance eliminating sections 6‑46‑15 through 6‑46‑23 of the Altoona City Code related to amusement tax assessments; that measure passed 7–0.
The meeting closed with brief updates from council members and a statement that the city manager had nothing significant to report.
What happens next: Several of the adopted ordinances require routine administrative follow-up (execution of quick-claim deeds, filing of certified minutes and HUD filings); the rejected repository bids may be reissued or returned to the city’s disposition process.
