Forward Pinellas members discuss Orlando MPO model and a $1 million regional prioritization grant

Forward Pinellas board members reported on an Oct. 27 field trip to MetroPlan Orlando and discussed whether elements of that governance model could inform regional coordination in the Tampa Bay area.
Commissioner Scott and others described Orlando's long‑standing three‑county MPO structure and per‑capita funding model; board members noted Orlando has a municipal advisory committee that channels small-city input. Several members said the trip showed there are mechanisms to preserve smaller jurisdictions’ voices in a larger MPO. “They’ve managed to find a way to collaborate together and... speak as one voice,” Commissioner Scott said.
Whit Blanton and other staff described an upcoming consultant procurement supported by a roughly $1 million federal grant awarded to the Hillsborough TPO to create a regional project‑prioritization methodology for Pasco, Hillsborough and Pinellas. The proposal will include an RFP for consulting support; staff said work is expected to begin once a consultant is selected.
Board members requested careful consideration of how to maintain Forward Pinellas’ land‑use and planning linkages if a merger proceeds and discussed potential advisory structures to preserve land‑use input at the regional level.
No formal vote was taken; the board set a work session and outreach schedule to continue governance and prioritization conversations.
