Board approves Clearwater item for HCA freestanding emergency room after multi‑jurisdictional land‑use coordination

Forward Pinellas approved a land‑use item for the City of Clearwater on Nov. 12 after a brief presentation from Katie Cole of Hill Ward Henderson, representing the property owner and HCA.
Cole described a complex property history in which a small corner parcel that formerly hosted a used car lot shifted among municipal and unincorporated jurisdictions before ultimately being annexed into Clearwater to allow the hospital facility and parking/stormwater features to be completed. “This is the HCA freestanding emergency room… this property was contracted from the city of Dunedin… it was very interesting. It took a long time to figure that one out,” Cole said, noting the parcel work and intergovernmental coordination took roughly four years.
Board members asked a few clarifying questions about the site and utilities, and Clearwater representatives and the applicant confirmed the building is located in Clearwater with some associated parking and stormwater on the small annexed parcel. No proponents or opponents spoke from the public. The board moved and approved the item by voice vote.
