Collegedale commission votes: software upgrade, ATF MOU and minutes; Skyboss change order approved
Summary

The Collegedale City Commission recorded several formal votes at its Sept. 2 meeting.
- Minutes: The commission approved the Aug. 18 minutes and the Aug. 25 workshop minutes (with corrections from Commissioner House) by roll-call vote.
- ERP Pro10 migration: Commissioners approved placing the city in the upgrade queue to move finance and HR software to Tyler Technologies' Pro10 to allow budgeting and future implementation. Staff referenced line-item costs in the packet and estimated combined figures in the range of several tens of thousands of dollars to be budgeted in the next cycle.
- Skyboss change order: The commission approved a change order for Skyboss site development to correct hangar elevation issues; vote tally was Baker yes, House abstain, Johnson yes, Vice Mayor Sadler abstain, Mayor Lloyd yes.
- ATF eTrace MOU: The commission approved a memorandum of understanding allowing detectives to access the ATF's eTrace firearm-tracing system directly, streamlining investigations that previously required ATF staff assistance.
- Food-truck ordinance: Ordinance 1166 received a first reading but no motion to advance it was made, and the item procedurally died.
Commissioners gave staff direction to follow up on outstanding documentation (including instructions to compile final Skyboss costs and to follow up with Norfolk Southern regarding reimbursement for remediation work) and to return with additional information at the next meeting.
