Collegedale lets draft food-truck ordinance lapse after commissioners raise enforcement concerns

On Sept. 2 the Collegedale City Commission considered Ordinance 1166, a proposed addition to the municipal code (new Chapter 7, Title 9) that would regulate food trucks in the city. Staff explained the draft had been through two workshops and described several substantive changes, including increasing the buffer from restaurants to 200 feet (100 feet from other commercial uses), allowing a shorter return interval in residential neighborhoods (five days instead of 15), and permitting assigned kits along with permanent applications.
Commissioners and staff expressed concerns about enforcement, especially on weekends when codes staff are not typically available, and whether noise limits could be measured for generators. Some commissioners said the draft could unduly limit the city's events (for example, Freedom Festival) unless exceptions were explicit. Staff noted the ordinance excludes city temporary events from permitting requirements. Several commissioners said the draft was overly restrictive in places and recommended additional workshop review.
Procedurally, no motion was made to advance the ordinance and, under the rules, it died for lack of a motion. Commissioners agreed to revisit food-truck operations on city property in a future workshop to consider exceptions and permitting for city events such as airport activities and park programming.
