Collegedale city manager resigns suddenly; assistant named interim

Wayne Hines, Collegedale's city manager and city engineer, told the City Commission on Sept. 2 that he was resigning immediately, saying he had "lost trust and faith in some members of the commission" and that stepping down was "in the best interest of the city and the staff." Hines recited a list of infrastructure projects and accomplishments he oversaw during his tenure before delivering his resignation.

Commissioners reacted with surprise and regret. Several commissioners praised Hines's service, saying he had led major capital work including intersection improvements, paving projects and sewer upgrades, and that staff respected his leadership. Commissioners acknowledged the effect an abrupt departure would have on operations and employees.

To maintain continuity, the commission voted unanimously to confer temporary authority on Assistant City Manager Michelle to act as interim city manager until the next meeting. The motion included delegating the city-manager responsibilities (including short-term personnel and administrative authorities) to Michelle for the interim period and directed staff to consider temporary assistance or a stipend if the assignment extends beyond two weeks.

Commissioners discussed options for a permanent replacement, including contacting MTAS (Municipal Technical Advisory Service) or hiring a search firm. They also asked staff to prepare a careful transition plan to preserve project knowledge and to avoid commission involvement in daily operations.

The commission's action was procedural and immediate: the body voted to appoint Michelle as interim and to authorize her to perform necessary duties while a search and transition plan are developed.
