Ithaca facilities committee recommends delaying capital-project vote to May to allow study and outreach

At its September 2025 Facilities & Finance Committee work session, the Ithaca City School District committee agreed to recommend delaying a potential capital-project public vote from December to May to allow time for a district demographic study and voter communications work.

Superintendent Lou Veil Brown said staffing transitions and the short window between now and a December vote made the earlier timeline "tough and a challenge" and recommended pushing the schedule. "If you're like me and you're struggling with how are we going to do all this before December, then I would be at that point recommending that we push this out until May," Brown said.

Christopher Glaubitz, the Tetra Tech architect on the project team, presented two schedule options and flagged statutory timing tied to environmental review. "There is a requirement that that those are adopted 45 days before the vote," Glaubitz said, referring to the State Environmental Quality Review Act (SEQRA) forms, and said a May timetable would allow more robust communications to voters and reduce the risk of cost escalation on later design and bidding steps.

Committee members said they lacked sufficient time for the RFP-driven demographic analysis and for the communications effort the district used in earlier capital votes. After discussion the committee chair announced consensus to recommend the revised, May-centered schedule to the full board rather than advancing the December option.

Next steps: the committee will forward the recommendation to the full board for consideration; staff said results of the demographic RFP and the audit timeline would inform the board’s scheduling decision.
